California Title 17
California Title 17 of the California Code of Regulations provides the comprehensive rules and standards that govern how the Department of Developmental Services (DDS) and its statewide network of 21 Regional Centers operate, oversee, and fund services for individuals with developmental disabilities. It serves as the official regulatory guide for vendorization, outlining how service providers become approved vendors, maintain compliance, and deliver services that meet state-defined quality standards. Title 17 establishes detailed service definitions and codes for a wide range of supports, including Supported Living Services (SLS), Independent Living Services (ILS), day programs, employment services, respite care, and specialized therapeutic services.
In addition to defining program structures, Title 17 sets forth requirements for staffing ratios, employee qualifications, mandatory training, and ongoing professional development to ensure providers have the skills to meet individual needs. It also includes strict documentation, billing, and recordkeeping procedures to promote accountability and ensure that public funds are used appropriately. The regulations protect consumer rights by emphasizing choice, dignity, health, and safety, and by requiring that services be person-centered, culturally competent, and tailored to each individual’s goals as outlined in their Individual Program Plan (IPP).
